2.3 College Properties, Inc. is proposing the boundary amendment in order to re-design and <br /> expand the facility and increase the size of the hotel. The new nixed use addition to the <br /> hotel would add approximately 7,000 sl of space on each of three levels. A total of 81 <br /> lodging units will be available. <br /> When the Benjamin's parcel is combined with the existing hotel parcel,the new combined <br /> site is approximately 2.4 acres in size. The building coverage of the site would be <br /> approximately 17%. Approximately %of the site will be impervious surfaces (including <br /> roofs, parking, and walks). <br /> 2.5 In conjunction with the application for the PUD, the following documents have been <br /> submitted and reviewed by staff In preparation of this report: <br /> project narrative/app lic ati on <br /> site plan(received 12/14/98) <br /> grading, drainage, erosion control, & utilities plan(dated 12/14/98) <br /> landscape plan(received 12/14/98) <br /> building floor plan(received 12/14/98) <br /> exterior building elevations (received 12/14/98) <br /> 2.6 The architectural design of the building will complement the existing building. The rear <br /> setback of one building corner along Lincoln Drive is proposed for 20 feet instead of the <br /> normal requirement of 30 feet. Exterior building materials will be similar to the existing <br /> buildings, and will include a combination of lap siding,red-brown face brief, and white trim <br /> and windows. The active entry areas(facing Snelling Avenue)have been oriented away from <br /> the residential neighborhood to the west. Building elevations will be presented at the <br /> Planning Commission meeting. <br /> 2.7 Trash storage mint be inside the building on the lower level; no new exterior trash enclosure <br /> is propopsed. A new freestanding monument sign 3 total) is proposed near the intersection <br /> of Snelling and County Road C-2. The sign must be set back 15 feet from each property line <br /> and landscaped at the base. <br /> 2.8 After review with the Ramsey County Property records office (Brian Duckworth), a <br /> recombination survey will not be necessary to combine the tat and parcel into one land <br /> holding. The value of the new addition(not in a tax increment district) can be Dept separate <br /> from the value of the existing development which is within a tax increment district. <br /> statement of clarification will be placed in the amended PUD document. <br /> 2.9 The concept landscape plan includes a continuation of the street tree planting pattern of the <br /> past phases of the project. Plantings will be clustered in parking lot planting islands an <br /> along the building foundation walls. Screening of the parking from the residential areas must <br /> be added to the plan. Turf will be sod. Grades at the northwest corner of the new building <br /> will be abrupt near the Lincoln Drive entrance to underground parking below the new <br /> addition.
