2,0 PROJECT BACKGROUND <br /> 2.1 Mr. Cox has a purchase agreement for and has evaluated the existing 60+year old, 1,000 s.f. <br /> building located at 3116 Fairview Avenue,North . He has found that it is located on 15 feet <br /> on the right-of-way of County load D. (County Road D at this point is a city street to the <br /> center line,and an Arden Dills street north of the centerline.) In addition, while the building <br /> appears to be structurally sound, it will require complete updating to meet current building <br /> and life safety odes. <br /> The lot on which this building is located is 100' in width by 167 feet in depth(16,700 s.f.). <br /> This is a small but workable site for a small office building. Parking for a 4,000 s.f. office <br /> building would be 18 to 20 spaces; for a 5,000 s+f. building 23 to 25 spaces would be <br /> required. <br /> 2.3 The proposed architecture would be single level, wood and masonry building to fit the <br /> residential character of the neighborhood, similar in some respects to the Shoreview office <br /> complex near the southeast corner of Highway 96 and Rice Street. <br /> 2.4 Mr. Cox has submitted the rewired concept site plans and concept drainage plan. The <br /> drainage plan allows water to stand on the parking lot and slowly release through a catch <br /> basin into the city's storm sewer system. More detail will be required as part of the final <br /> approvals. <br /> 2.5 Mr. Cox also requests the City to approve a partial vacation of this portion of County Road <br /> D. The City has worked with Arden Hills to ascertain that there is adequate right-of-way <br /> rernamung for street and utility purposes. Staff is currently working with the County to <br /> determine the history of the right-of-way. <br /> 2.6 Section 1008 of the City Code outlines the requircments and procedures for a planned unit <br /> development. <br /> 3.0 STAFF COMM[ENTS & FINDINGS <br /> In reviewing this item, staff had the following comments: <br /> 3.1 The City's Comprehensive Plan neap designates portions of the County road D and Fairview <br /> area for Business. The zoning of the site is Business "B-3". The proposed office is a <br /> permitted use in a"'B-3"zone. The area to the west, moss Fairview, is also a"B-3"site and <br /> has a quick-lobe station, formerly a transmission repair shop. To the south and east are a mix <br /> of single family and duplex structures. To the north., M' Arden Hills,is a Presbyterian Homes <br /> senior housing complex..
