k#.A9HYH*E <br /> Request for Council Action <br /> Date: 1/25/99 <br /> Item Number- E_3 <br /> Department Approval Manager Approval Agenda Section <br /> Organizational Business <br /> Description:Item <br /> Designate 1999 Legal Newspaper <br /> Background <br /> Minnesota statutes require the City Council to annually designate a legal newspaper for publication of <br /> ordinances and other notices. <br /> In 1996,the City requested the legislature amend the statute regarding the designation of the legal newspaper <br /> to permit cities to consider cost in the selection of the newspaper. The 1997 legislature approved legislation <br /> permitting the City of Roseville and Independent School District#623 to designate a legal newspaper based <br /> on the cost of publishing public notices,if,for one year prior to designation,at least 2596 of the newspaper <br /> circulation has been within the Roseville city limits. <br /> the Focus and Review both have a circulation of at least 5 in Roseville and were sent letters requesting the <br /> following information: <br /> • Cost of one-time publication of four samples of past notices <br /> • Number of newspapers distributed in Roseville <br /> • Percentage of circulation in 1998 within Roseville city limits <br /> Number of of 1998 Circulation <br /> Newspgper Cost of 4 Sample Notices Pavers in Roseville Circulation.within Roseville <br /> Focus $x9.25 11,583 73 <br /> Review $64.81 10r495 63 <br /> The Council}at its January 11"meeting,continued consideration of the designation of the 1999 legal <br /> newspaper until the January 5"meeting. The Council expressed concern regarding the coverage of Roseville <br /> news in the Focus and also requested additional information regarding the School District's selection of a <br /> legal newspaper. <br /> Mr. Richard Roberts,Publisher}Focus News was contacted regarding the Council comments on overage of <br /> Roseville news. Mr.Roberts will attend the January 25"'meeting to respond to questions. <br /> The Roseville Area School District was also contacted. The District has no written policy regarding <br /> designation of the legal newspaper. The price submitted to the School District by the Focus was lower than <br /> that submitted by the Review. The District chose the Review based on total circulation data and geographic <br /> coverage data. The District 'indicated the following regarding the geographic coverage of the two newspapers: <br />
