The Focus News covers Roseville Schools from the west end up to Rice Street on the East end; continues to provide coverage through two drop sites. The Review covers Roseville Schools from the west end up to Rice Street on the East end; continues on to provide delivery to 1,173 households,covering 2/3 of the District east of Rice and eight drop sites covering the remaining 1/3 of the District. Financial Implications The 1999 Budget includes funds for legal notices. Staff Recommendation Eased on the following,it is recommended the Focus be designated as the legal newspaper. The City requested a change in legislation allowing Roseville to consider cost in the selection of the official newspaper. The legislation approved by the legislature allowed for consideration of cost and provided: "The City of Roseville and Independent School District#623 may: (a) solicit bids,or(b) designate the newspaper offering to publish the notices at the lowest cost". This language,in the opinion of the City Attorney}could be interpreted to require the City to designate the newspaper offering the lowest cost,even if there were other extenuating circumstances. The Focus News has submitted the lowest price. The Council could attach a condition that the City and Focus News shall review Roseville community news coverage quarterly. Council Action Re uested Lotion designating the Focus Newspaper as the legal newspaper for the City of Roseville for 1999.
