The Focus News covers Roseville Schools from the west end up to Rice Street on the East end; <br /> continues to provide coverage through two drop sites. <br /> The Review covers Roseville Schools from the west end up to Rice Street on the East end; <br /> continues on to provide delivery to 1,173 households,covering 2/3 of the District east of Rice and <br /> eight drop sites covering the remaining 1/3 of the District. <br /> Financial Implications <br /> The 1999 Budget includes funds for legal notices. <br /> Staff Recommendation <br /> Eased on the following,it is recommended the Focus be designated as the legal newspaper. <br /> The City requested a change in legislation allowing Roseville to consider cost in the selection of <br /> the official newspaper. <br /> The legislation approved by the legislature allowed for consideration of cost and provided: "The <br /> City of Roseville and Independent School District#623 may: (a) solicit bids,or(b) designate the <br /> newspaper offering to publish the notices at the lowest cost". This language,in the opinion of the <br /> City Attorney}could be interpreted to require the City to designate the newspaper offering the <br /> lowest cost,even if there were other extenuating circumstances. <br /> The Focus News has submitted the lowest price. <br /> The Council could attach a condition that the City and Focus News shall review Roseville community news <br /> coverage quarterly. <br /> Council Action Re uested <br /> Lotion designating the Focus Newspaper as the legal newspaper for the City of Roseville for 1999. <br />
