REQUEST FOR COUNCIL ACTION <br /> DATE: 1/25/99 <br /> I : F-4 <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> Reports <br /> Item Description: Authorization for the 1999 PIP Program <br /> BACKGROUND <br /> In 1 990, the city Council established the Park Improvement Program (PIP). The goals for <br /> the PIP ere: <br /> 1. To repair and replace any park facilities and related amenities that are in <br /> need of repair because of their age and condition. <br /> 2. To bring all park facilities up to city code and to meet recognized safety <br /> standards in all city parks. <br /> 3. To insure that all parks are used to their fullest potential while protecting <br /> natural resources and open space. <br /> 4. To increase the esthetics of all Roseville parks. <br /> 5. To make upgrades, enhancements and replacements without incurring <br /> unusual costs for rehabilitation or redevelopment. <br /> 6. To make improvements based on the most up-to-date professional <br /> standards. <br /> The PIP process is as follows: <br /> ill. All improvements will meet the latest appropriate safety requirements, <br /> municipal and state codes and professional standards. <br /> 2. Staff will work with the Parks and Recreation Commission in completing an <br /> reviewing the PIP evaluation. Staff will propose redevelopment projects to <br /> be reviewed by planning staff/consultants and presented to City Council. <br /> I Improvements will be designed to meet required standards and minimize <br /> and/or reduce maintenance procedures currently required. <br /> 4. The majority of the reconstruction labor will be contracted allowing park <br /> maintenance staff to concentrate on regular maintenance concerns. <br /> 5. An environmental analysis will be conducted before a redevelopment <br /> proposal is completed. <br /> 6. A neighborhood meeting will be held to explain all improvements. <br /> 7. Standard procedures be used for drawing specifications, advertising for bids <br /> and awarding contracts. <br />
