.ii uuu <br /> MEMO <br /> To: City Council <br /> FRO : Steve Sarkozy <br /> DATE: January 19f 1999 <br /> RE: 1999 Major Issues <br /> As we look forward to developing the annual workplan, I thought it might be of interest <br /> to summarize the major issues that are anticipated for 1999 that will require Council <br /> consideration. <br /> Following is a list of those major items with particular emphasis on those that might be <br /> controversial: <br /> • Senior Dousing DeyelojRm.ent <br /> Proposal: 64 units of senior housing, <br /> Issues: rezoning 4/5 vote), impact on park, scale mass architectural <br /> detail,spot zoning,etc. <br /> • Cub Foods at HarMar Mall <br /> Proposal: Demolition of the old Horne Place and construction of Cub Foods <br /> Shopping Center. <br /> Issues: Parking and neighborhood impact; access issues at Snelling & Co <br /> Rd B (24 hours per day operation, relocation of sanitary sewer, <br /> force main). <br /> Comments: Stabilizes Mall, changes the complex-ion of the Mall, major issues <br /> with traffic and parking related to theater and other Mall users, <br /> 4 hours per day impact on adjoining neighborhoods,etc. Maybe <br /> allowable under current zoning. <br /> Cox Develm mutt <br /> Proposal: redevelopment of the southeast quadrant of Fairview and <br /> County load D. <br /> Issues: Possible rezoning PUD), neighborhood impact,vacation of right- <br /> of-way,etc. <br /> Comments: Neighbor supported. Contains many Cornerstone concepts. <br />
