A big benefit of the proposed incentive is that it guarantees 80 federal participation in <br /> construction costs. Thus,if the origa nal estimate is low or if the project scope is increased*the <br /> additional project costs do not become a local responsibility. In the case of La.rpenteur <br /> Avenue,the incentive allows us flexibility to work with St Maul to implement improvements <br /> on both sides of Larpenteur Avenue. In the ease of the Dale Street/Waterworks trail,we would <br /> be able to be more aggressive in mitigating project impacts. In addition,we may be able to <br /> increase the project scope slightly by adding additional improvements -like an underpass <br /> between the Nature Center and Arboretum. <br /> Currently,both these projects are scheduled for 2000 construction. In order to take advantage <br /> of the proposed incentive,we would need to accelerate the schedule slightly to complete the <br /> final plans and schedule a bid letting by the end of 1999. To ensure that we are able to meet <br /> this further accelerated time frame we may wish to hire a consultant to help with the <br /> intricacies of the federai process. In addition,it is important that the public improvement <br /> process and right-of-way purchasing(if necessar )be completed expediently- It may be <br /> necessary to use eminent domain to acquire right-of-way if normal negotiations Rio not <br /> progress quickly. <br /> Please schedule time at the January 20, 1999 City Council Wo rksession to discuss this <br /> opportunity in more detail. <br />
