3.2.4 Exterior Building Maintenance <br /> •Apartment buildings (winter project) <br /> • Single family rental housing(winter project) <br /> • Commercial buildings (winter project) <br /> 33 How to enforce? <br /> 3.3.1 Citizen Complaints <br /> Document all calls that come in <br /> Inspect site within three(3) days <br /> Respond to complainant with outcome if requested to do so <br /> 3.3.2 Signs (proactively enforced) <br /> • Each of three inspectors uses 2 hours a week to drive an assigned territory. <br /> • Remove any pole signs <br /> • Document any banner suns and send form letter to the offending business. If <br /> compliance not obtained,proceed to administrative ticket and then to <br /> court citation. <br /> • Leasing suns(a winter project) <br /> -drive City and document all violations of size and setback(in January) <br /> -send form letter to all violations to obtain permit and bring into <br /> compliance within six months(changing there in winter not possible) <br /> -document any remaining non-complaint and initiate court citation. <br /> • Sign maintenance <br /> -only pursue extreme cases brought to city's attention <br /> 3.3.3 Typical Proactive Enforcement of Most Violation Types <br /> *Any inspector,who observes a violation*records the violation for follow-up by <br /> the landuse inspector. <br /> *Landus a inspector will utilize time, not dedicated to scheduled inspections, <br /> driving residential and commercial areas in search of visible violations. <br /> *A violation observed will be documented on a violation form and a picture of <br /> the violation taken. <br /> e The Sr. office Assistant will record the violation in the computer, mail the <br /> violation notice to the property and file the form copy and picture. A re- <br /> inspection will be scheduled,typically for two weeks out(12 days are given to <br /> correct the violation). <br /> A re-inspection occurs. If the violation is corrected(approximately 401yo are <br /> corrected by this time)the file is closed. If the violation is not corrected,a <br /> second picture is taken and documented. A second notice is seat(and <br /> reviewed by the Codes Coordinator)warning of a possible 100 fine <br /> (administrative ticket).
