DATE:REQUEST FOR CITY COUNCIL ACTION <br /> 1/11/99 <br /> ITEM a a <br /> I. <br /> Department Approval: Manager Approval: Agenda Section. <br /> Reports/Recommendations <br /> Item Description: Establi-sh Prion-fies for Ramsey County Conununity Development Block <br /> Grant and Housing Investment Partnersh' Act Funds for 1999 <br /> IP <br /> a <br /> 1.0 Requested Action <br /> City staff is requesting the approval of the Housing priorities for the use of Ramsey County <br /> Community Development Block tyrant(CDBG)and Housing Investment Partnership Act(HOME) <br /> Funds for 1999. <br /> 2.0 Background <br /> 2.1 Every three years or when there are changes to the program,the County revises the priorities for <br /> use of Federal CDBG and HOME funds. The County requests the input of municipalities in setting <br /> these priorities. <br /> 2.2 In 1995,the Council made recommendations on the top Dive priorities for use of the funds.These <br /> priorities,per attached Resolution no.9260 where as follows(1 is highest rating,5 is lowest rating): <br /> 1. Rehabilitation of owner occupied property(including energy conservation measures) <br /> 2. removal of dilapidated structures/site redevelopment <br /> 3. job creation opportunities <br /> 4. Rehabilitation of rental property(including energy conservation measures) <br /> 5. Home ownership opportunities. <br /> 2.3 The categories for 1999 have been modified slightly since the last time they were reviewed by the <br /> Council to incorporate separate categories for affordability for families and seniors. This has <br /> provided additional choices,which are just as important as previous choices,but the County is still <br /> only asking for the top five priorities from the Municipalities. <br /> 3.0 Policy Issues <br /> 3.1 The City Council's policy has been to adapt programs and priorities that are consistent with the <br /> Comprehensive Flan and Livable Communities Action plan, The City's goals are as follows: <br /> a) Provide a variety of housing types(owner occupied and rental),balance of affordability, <br /> duality of housing and the urban environment public infrastructure and services,strong <br /> neighborhoods,and access/transportation between housing and employment. <br /> RCA-99 County Priorities 01/11/99-page 1 of 2 <br />
