b) When resources are available,continuously strive to improve the quality of units which are <br /> below the average physical condition of housing units within the community. <br /> o) Pill the gaps in the city's housing portfolio by providing housing for all stages of the life cycle <br /> such as the needs for entry level housing and more affordable senior housing. <br /> d) Assist in the provision of entry level family housing to regenerate the community and our <br /> neighborhoods. <br /> In addition,the Council places a high priority on the retention and expansion of the businesses <br /> as outlined in the Economic Development and Redevelopment section of the Comprehensive <br /> Plan as approved in December 1998. <br /> 4.0 Staff Recommendation <br /> 4.1 based upon previous Council priorities, City goals outlined in the Comprehensive Plan, and the <br /> results of the senior study conducted in 1998 staff recommends that the Council set the top five <br /> priorities as follows(1 is highest rating and 5 is lowest rating): <br /> 1. Rehabilitation of owner-occupied single family houses <br /> 2. New affordable housing construction-senior/special needs <br /> 3. Rehabilitation of rental properties <br /> 4. Homeownership for first time homebuyers who are law to moderate income. <br /> 5. Job creation opportunities <br /> Staff did not include the removal of dilapidated structures as a priority since in Roseville that could <br /> and most likely will be an element of any one of the priorities listed. <br /> 4.2 The funds in the following categories will be assigned by the County HRA based upon the entire <br /> Ramsey County Municipalities responses.
