EXTRACT of MINUTES of MEETING of THE CITY COUNCIL of THE CITY of RO EVILLE Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey,Minnesota,was duly called and held at the City Hall on Monday,the 11th day of January, 1999 at 6:30 p.m. The following members were present: and the following were absent: Member introduced the following resolution and moved its adoption: RESOLUTION No. RESOLUTION ESTABLISHING PRIORITIES FOR RO E ILLE AND RAMSEY COUNT COMMUNITY DEVELOPMENT BLOCK GRANTS (CDBG) AND HOME INVESTMENT PARTNERSHIP (HOME) FUNDS WHEREAS,the Roseville Comprehensive Plan adopted by the City Council provides specific goals to provide a variety of housing types,improve the quality of below average housing unites,fill the gaps to enable all stages of life cycle housing for entry level to senior citizens, assist entry level family housing and retain and expand the business community; and WHEREAS,the City of Roseville has, since 1985, continued to be an active participant in the Ramsey County CDBG and HOME Programs; and VVHEREA ,annually the City Council establishes goals for housing and economic development and recommends priorities for the Ramsey County CDEC and HOME project funding at least every three years. NOW THEREFORE BE IT RESOLVED THAT the City Council of the City of Roseville hereby establishes the following five City of Ros eville and County CITE C/HO ME housing and economic development funding priorities (I is highest rating, 5 is lowest rating): 1. Rehabilitation of owner occupied property(including energy conservation) 2. New affordable housing construction- senior/special needs 3. Rehabilitation of rental properties 4. Homeownership for first time buyers who are low to moderate income 5. Job creation opportunities The motion for the adoption of the foregoing resolution was duly seconded by Council Member and upon vote being taken thereon,the following voted in favor;
