and since the zoning code's specific requirements for drive-through facilities <br /> addresses these concerns, the proposed drive-through facility will not negatively <br /> impact traffic or property values, and will not otherwise harm the public health, <br /> safety, and general welfare; <br /> f. The drive-through lane and service window is proposed along the west side of the <br /> building which is the rear or the property, opposite of the Rice Street frontage; <br /> g. The site entrance nearest to an intersection is on Transit Avenue, 75 feet west of <br /> the rice Street right-of-way; <br /> h. Because the proposed drive-through facility is at the back of the building, near <br /> service doors and away from customer entrances to the tenant spaces,motorists, <br /> cyclists, and pedestrians should be able to co-mingle without safety issues; <br /> i. Based on the proposed plan, there is space for perhaps 5 vehicles, queued from the <br /> pick-up window,before the vehicles would cross into a drive easement along the <br /> western edge of the property. If the queue length or customer volume proves to be <br /> problematic, staff can work with the property owner to resolve circulation <br /> conflicts through such means as modified signage and pavement markings or <br /> additional paved area; <br /> j. The proposed drive-through menu board would stand approximately 200 feet from <br /> the nearest residence,but volume specifications for the speaker equipment will be <br /> monitored as any other potential noise nuisance to ensure that it is not loud <br /> enough to constitute a nuisance on the abutting residential property; <br /> k. The final design of the drive-through menu board and pick-up window has not <br /> been determined,but building permits will not be issued unless the selected <br /> design and materials are compatible with the primary building and comprise a <br /> similar level of architectural quality and detailing; and <br /> 1. Although business uses on Neighborhood- or Community Business-zoned <br /> properties lie directly west and south of the proposed drive-through facility, and <br /> the nearby residential property is presently screened with closely-spaced evergreen <br /> trees that appear to be at least 12 feet tall, the proposed drive-through facility may <br /> end up rather exposed to the residences across the wetland. Additional evergreen <br /> trees of the same or similar variety to the existing evergreens should be planted to <br /> further screen the nearby residential properties. <br /> NOW THEREFORE BE IT RESOLVED,by the Roseville City Council, to APPROVE <br /> the proposed drive-through facility at 2435-2459 Rice Street as a CONDITIONAL USE in accordance <br /> with Section §1009.02 of the Roseville City Code, subject to the following conditions: <br /> a. The applicant shall work with staff to address queuing of drive-through customers <br /> and internal circulation within the site when permits are issued and if problems <br /> develop in the future; and <br /> b. The applicant shall plant a variety of evergreen trees similar to the existing trees <br /> on the property to screen the drive-through facility from the residential properties <br /> Page 2 of 4 <br />
