WORK SESSION AGENDA ITEM NO. 4-B <br /> REQUEST FOR CITY COUNCIL DISCUSSIONIDIRECTION <br /> DATE: 08/17198 <br /> I& <br /> ITEM NO. <br /> Department Approval: Manager Approval: Agenda Section: <br /> 0 <br /> 1 D nt Program Discussion <br /> nnp� <br /> The purpose of this memo is to provide a summary of the current housing programs <br /> available under the Roseville Housing Improvement Program funded by the housing fund. <br /> For Council discussion, staff has also included information regarding the Rambler <br /> Redesign Program and a new loan program that could help residents make substantial <br /> improvements to their home. <br /> 1.0 Backwound <br /> 1 Roseville Housing Improvement Program {RH I P) consist of six primary <br /> categories. <br /> Rambler Redesign <br /> Housing Loans <br /> Community Fix-Up Fund <br /> Improvement loans for low to moderate income residents <br /> Energy Improvement loans <br /> First Time Home Buyer loans <br /> demolition loans <br /> Housing Replacement <br /> Home and Garden Fair <br /> Rental Rehab <br /> Senior Housing. <br /> The variety of programs under RHIP are designed to keep Roseville's housing stock <br /> affordable, current as to design, functionality and value. <br /> 1.2 All of the programs follow the key concepts of 1) being consistent with the <br /> comprehensive plan, 2) fulfilling our housing plan goals, 3) encouraging <br /> community self-reliance, collaboration with other housing providers and <br /> education to create and retain housing value, 4) using expert"coaches" to start <br /> the programs, and 5) remaining small and incremental, not creating large <br /> bureaucratic staff-driven programs. <br /> 1.3 Some of these program are funded by Roseville housing funds, some by IVIHFA <br /> sources, and some by Ramsey County.
