2.o Rambler Redesi n status <br /> 2.1 The Rambler Redesign Program is a demonstration technique to help homeowners <br /> put professional design, valuer and utility back into the ityrs 1950's and 1960's <br /> housing stock. The goals of the Rambler Redesign program are to assist families <br /> who would like to remain in Roseville create are adaptable home for their family and <br /> a more marketable home for the next owner. Homes display some of the following <br /> redesigned features and upgraded functionality: larger kitchens and eating areas, <br /> adding bedrooms and nearest design elements like great rooms or computer rooms, <br /> as well as double garages and new front entries with more street appeal. <br /> 2.2 In 1997, with initial funding from the Roseville Housing Fund and promotional <br /> rant from Metropolitan Livable Communities Demonstration Program, there <br /> were 80 applicants with three chosen homeowners identified. The program <br /> provided grants for 100% of the design fees. There were three grants totaling <br /> $14,000 provided to the homeowners. <br /> 2.3 In 1998, with funding from the Roseville Housing Fund, there were 18 applicants. <br /> The p rogram provided 12 of the design costs up to a maximum of$9,000 per <br /> applicant from the Roseville Housing Fund. To date no grant dollars have been <br /> distributed for 1998. <br /> 2.4 Currently, none of the homeowners chosen 'in 1 997 or potential candidates for <br /> 1998 have committed to the program. Possible reasons are the over inflated <br /> construction prices and shortage of skilled contractors available due to the <br /> extensive storm damage this year. <br /> 2.5 Modifications to the program will be presented to Council for discussion. These <br /> modifications may help in closing the gap to enable the completion of <br /> improvements and provides a design booklet that can be shared by other <br /> homeowners to reduce the expense of design fees. <br /> 3.0 Housing Loan status: <br /> 3.1 There are approximately five loan programs that the city either sponsors or <br /> funds. The attached chart summarizes the loan programs. In addition, the City <br /> markets "This old Horne" which is a county tax abatement program for homes <br /> 5 years or older. <br /> 3.2 A new loan program is proposed called "Contemporary Living Loan" which helps <br /> to address the difficulty in making costly remodeling projects feasible in a <br /> builders market.
