A, IncTOT 861-2026 8/13/98 VI 1,5 2 AM <br /> Roseville Cornerstone PrograMT NI <br /> ""Rambler Redesign" <br /> The Roseville Cornerstone TM "Rambler Redesign" program seeks to encourage the <br /> use of good design when older Roseville homes are reconstructed. The use of a <br /> qualified designer assures that there will he endearing value both to the homeowner <br /> and to neighboring properties. By addressing the age and style of homes that are <br /> becoming less marketable, and describing the improvements that will qualify then <br /> for the program, Roseville can also assure that homes in the program will provide a <br /> variety of homes that attract and retain families. <br /> By opening this program to a broader range of homeowners (at least some of whoni <br /> may be motivated by interests other than return on investment and the immediate <br /> cost of financing) this revised "Rambler Redesign" program addresses a bLulder's <br /> market with rapidly escalating prices and a shortage of skilled contractors. The <br /> homeowners who will complete a reconstruction project in this market are hard to <br /> detect in the normal assessment process, but they are likely to qualify themselves to <br /> participate in the program if given the opportunity. <br /> The program should be publicized broadly in Roseville as follows <br /> 1. Roseville will pay one-half of a homeowners architect fees, up to $9,000 per <br /> home, with a rnaximu ni progrann budget of 527,000 for architect fees. (TI-Lis could <br /> permit more than 3 homes to be included its the program each year.) <br /> 2. hiterested homeowners will be given a prepared description of the styles of <br /> homes that will qualify, for example "Typical"" hornes built between 1945 and 1 975, <br /> of ranch., rambler or Cape Cod (story and one-half) style. <br /> 3. The prepared program qualifications will also specify improvements that (at least <br /> one of which) must be demonstrated in a reconstruction. They include an enlarged <br /> and improved kitchen{ an additional or enlarged bathroom, a master bedroorn/couple's suite{ a main floor family room, and a second garage stall. <br /> 4. The improvement must be designed by an architect (minimum Bachelor of <br /> Architecture degree). <br /> 5. Tlie cit y will be permitted to video the improvement, hold an open house to <br /> y <br /> a <br /> dis p l it, and otherwise publicize it. This includes a tight of the city to acquire <br /> design plans and drawings for publication. <br /> homeowner can `ot prequalify" by having his or her plans approved before <br /> construction begins{ them enter an agreement with the city to complete the <br /> construction by a specified elate. No funds will be disbursed by the city until the <br /> project is ready for display. The homeowner must permit photography and <br /> documentation of the project in advance of completing the project. <br />
