CITY of ROSEVILLE <br /> REQUEST FOR PROPOSAL <br /> cornerstone Program 46 <br /> Partially funded by a Metropolitan Council Curable communities Great <br /> Hamline Avenue & county Road B <br /> 1.0 REQUEST: <br /> The City of Roseville is seeking preliminary proposals from qualified developers <br /> or development teams to acquire and develop properties encompassing the <br /> Northwest and Southeast corners at Hamline Avenue and County Road B as <br /> part of the Roseville Cornerstone Program. <br /> 10 DEVELOPMENT OBJECTIVES <br /> This is a market driven redevelopment project with the objective to meet the <br /> Cornerstone Program goals. One of the goals of the Cornerstone Program is to <br /> p <br /> or <br /> improve update prime corners where neighborhood service mix of commercial <br /> p <br /> development has occurred, These corners are the visible gateways to our <br /> residential areas. Another goal is to bolster property values and the livability of <br /> surrounding residential properties and to involve the neighborhood in the <br /> eventual building design process. The cornerstone Program philosophy is an <br /> attempt to facilitate improvement in property before the downward cycle of <br /> neglect sets in. The City is to be a catalyst in the process of reinvestment and <br /> development, but not condemn or own private properties on the corners. <br /> It is the i tY's objective to facilitate development after experts in the development <br /> field determine what hest fits in the market at these corners and ghat it will cost <br /> to get there. Developers are encouraged to provide innovative quality mixed- <br /> use projects at one or both of the corners. Developers will be required to work <br /> with adjacent landowners and the neighborhood to maximize quality <br /> development while minimizing adverse impact on existing uses. <br /> Although this is a market driven proposal, the City is net interested in high traffic <br /> generating retail and restaurant uses. A mix of small scale retail and commercial <br /> with housin g may be appropriate. Developers will be required to negotiate land <br /> y <br /> purchases d i rectl with the property owners for the proposed projects. The <br /> acquisition of additional properties other than those identified in this RFP is up to <br /> individual developers to determine. <br /> Ham&B RFP July 28, 1998 <br />
