3.9b Incentives <br /> Site is not located within are existing Tax Increment�inancing ( District <br /> The � <br /> but TIF may be available along with other State and County assistance. The City <br /> of Roseville is experienced in using tax increment financing as an economic <br /> development tool and is willing to work with developers and businesses to put <br /> together assistance packages to fill demonstrated financing gaps to make <br /> projects happen. It is the cities policy to collaborate on financing redevelopment <br /> projects and TIF assistance would be on a pay-as-you-go basis for up to 1 <br /> years. The developer will be expected to work directly with the property owners <br /> to determine purchase price of the land for the proposals submitted. <br /> Roseville city staff is also available to work with existing and potential businesses <br /> to obtain assistance through Ramsey County and the State of Minnesota. <br /> 4,0 DEVELOPER SELECTION CRITERIA <br /> The city Council will review proposals and make its selection on the following <br /> criteria: <br /> 4.1 If the proposal would use TIF assistance, it must be able to generate <br /> enough new taxes to pay for the assistance over a 10-12 year period. <br /> 4.2 Site and developer criteria. <br /> (1) Proven experience in developing innovative inf ll redevelopment <br /> projects. <br /> (2) Quality of proposed buildings and site plans. <br /> (3) Demonstrate financial capability of Developer and/or Development <br /> team through bank reference letter. <br /> (4) Marketing capability of Developer and/or Development team. <br /> (5) Preliminary development schedule including land take down <br /> schedule if applicable. (How long will it take to put the project <br /> together.)? <br /> (6) Estirn ated amount of developer equity, tax credits, and types of <br /> financial assistance requested. <br /> (7) Construction management capability of Developer and/or <br /> Development team. <br /> (8) Proven ability in working with communities. <br /> (9) Proven ability in working with property owners to Negotiate a <br /> reasonable selling price based upon market value. <br /> The City Council has the right to reject any or all proposals at any time during or <br /> at the end of this process.
