3. <br /> The sites are zoned B-3 and RA. The City Council will rezone the sites as a <br /> PUD (Planned Unit Development) to provide design and use flexibility for an <br /> appropriate well designed mixed use project. The density of development on this <br /> site is open for discussion and will be evaluated on a case by case basis <br /> dependant upon the creativity of the uses. Existing structures on the site may be <br /> demolished or incorporated into the project. Demolition of the existing structures <br /> will be the responsibility of the developer. City staff estimates that the cost of <br /> demolition would be approximately $10,000 per structure. Proper sensitive <br /> transitions and/or buffers to adjacent single family neighborhoods are required. <br /> 3.7 Adjacent Land Uses <br /> Adjacent land uses include apartment, office, churches and single family <br /> residential uses. The Nov corner abuts an 11-unit apartment budding and is less <br /> than 1 block from the 131-unit Good Samaritan Center nursing home and 164- <br /> unit Rose Mall Apartments. The NE corner includes the Ramsey County Library} <br /> 3rd busiest library in the State, which leases space to Dunn Brothers Coffee. The <br /> sites are within walking distance from HarMar Shopping lull, Target and many <br /> other retail services. The sites are also close to Rosedale, Dedarholm Golf <br /> Course and several local churches. Metro Transit and the local circulator service <br /> the site. <br /> 3,8 Utilities <br /> City utilities available at the corner of Hamline and B include water and sanitary <br /> sewer. Storm sever is located east of the library site but may be extended to <br /> County Road B as part of the road reconstruction by Ramsey County. Al inch <br /> water main and 8 inch sanitary sewer main are available. <br /> 3.9a Governmental Approvals <br /> Depending on the specific development proposal required approvals could <br /> include rezoning or PU D, subdivision, conditional use permit, variance, and <br /> financial assistance package from the City of Roseville and drainage plan <br /> approval from the Rice Creep Watershead District. The typical City approval <br /> process takes between 45 and 90 days, depending on the complexity of the <br /> project and after neighborhood meetings have been completed and concept <br /> plans approved.
