Roseville Housing Fund would be used for the purchase and administrative fees associated with the purchase, ® approved. 2.0 Bagk ground 2.1 A housing replacement program was established in 1996 to help the City purchase outdated or non-code compliant structures that could not be economically rehabilitated or sold on the open market. The purpose of the program is to replace deteriorating lower value housing on scattered sites throughout the City with larger, higher value housing designed for families. The goal of the program is to increase the property value of the home and improve the value and aesthetics of the neighborhood properties. The property at 2190 St. Croix Street, if approved for purchase, would be replaced with a new single family home. 2.2 In 1998 the City has a goal to purchase three homes; the city has purchased two homes. Those homes are located at 2100 William Street and 2668 Lexington Avenue. In addition, the City purchased a tax forfeited vacant parcel from Ramsey County to combine with the home at 2100 William under the program. The total funds expended under the program for the purchases is approximately $108,000. 2.3 J. Brown &Associates as of July 1, 1998 conducted an appraisal of 2190 St. Croix with an estimated market value of$60,000. 2.4 The Council directed staff to begin the negotiation for the purchase of 2190 St. Croix Street at the Council meeting on June 22, 1998.
