Roseville Shopping Center Redevelopment Impose Service Charges and Award Contracts for Construction Under Roseville Special Service District #1 (PF# - 2963) 1.0 Requested Action 1.1 City staff is requesting that Council approve a resolution imposing service charges within special Service District No. 1 contingent upon receiving a letter from Bradley Real Estate waiving their 45 day right to petition the charges. 1.2 City staff is also requesting that Council consider the bids received for the earthwork, paving and site concrete, curb and gutter in relation to the Roseville Shopping Center Redevelopment as part of the Roseville Special Service District #1. The cost of the work would be charged to the Roseville Special Service District#1 under IVIN Statute Chapter 428A, which was approved by Council on May 26, 1998. 2.0 Back ground 2.1 Bradley Real Estate, developers for the Roseville Shopping Center, requested that the city pay for the costs of eligible improvements under the Special Service District Authority and charge the costs, plus administration fees and interest, back to the property over a period of 10 years. 2.2 Roseville Special Service District##1 was established on May 26, 1998 by the Roseville city Council for the area comprised of Roseville Shopping Center. 2.3 A public hearing was held regarding the imposition of fees that could be charged to Roseville Special Service District#1 for a total dollar amount at $303?000. The $303,000 included estimated costs for eligible improvements plus administration fees not to exceed $200,000 plus 8% interest over the 1 0-year period. resolution setting these fees must be considered by the Council within 6 months of the public hearing. 2.4 The construction of all special services provided by the City under a special service district must be publicly bid.
