Children7s is
-proposing to finance the acquisition and installation of equipment to be located in the technology
center with tax-exempt revenue bonds to be issued pursuant to Minnesota Statutes, Section
469,152 to 469.165. In additions to fiha n' sing the equipment to be installed at the technology
center, Children's is also proposing to finance with tax-exempt revenue bonds improvements to
Children's-Minneapolis Medical Center in Minneapolis and equipment to be installed in the
medical enter. Our firm is acting,a counsel to the underwriter, Piper JaMay Inc., in connections
With te pr9posed bonds, and in such capacity will be rendering the opinion of bond counsel as
to the vididity and tax exemption of the bonds.
Children's is requesting that the City of Minneapolis.issue bonds to finance both
the-Mffi eapolis and Roseville projects. Issuing the bonds in a single series of bonds by one
municipality, allows Children's to achieve certain economies and reduce costs of issuance.
Minnesota law permits'cities to enter into agreements whereby one city issues bonds to finance a
project on behalf of the other city.
