REQUEST FOR CITY COUNCIL ACTION <br /> DATE. 07/13/98 <br /> ITEM NO.- F-1 <br /> Department Approval; Manager Approval: Agenda Section: <br /> 7in !/C" cl� -- -- Report/Recommendation <br /> Item Description: Livable Communities Demonstration Application <br /> Neighborhood commons -Joint Application <br /> 1.0 Regue ted Acton <br /> 1.1 city staff is requesting authorization for the submission of a grant application under <br /> the !Metropolitan Livable Communities Demonstration Program for a joint application <br /> called Neighborhood Commons. <br /> 2.0 Back <br /> ground <br /> 2.1 Since 1996, the Metropolitan council has provided funding to innovative projects <br /> that promote a livable community under the Livable Communities Demonstration <br /> Program. <br /> 2.2 According to Met council, livable communities are oriented toward a transit and <br /> pedestrian friendly environment in neighborhoods with a mix of uses essential to <br /> daily life of the residents including housing, workplaces, shops, parks and civic <br /> uses. Livable communities fester a sense of place and community, where <br /> interaction and participation in the community can occur. Land uses are compact <br /> and connected, encourage walking and transit use'and accommodate both the car <br /> and pedestrian in a pleasing and interconnected manner. <br /> 2.3 There is $4.1 million in available funds for the 1 8__cycle. Applications are due by <br /> July 22nd with announcement of awards on November 12, 1998. A resolution <br /> authorizing the submission of a grant from each local project is required. <br /> The cites of Ard6n Hills, New Bfi hton, Roseville and Shoreview have <br /> dev fo ed a'common vision and cooperative working relationship as part of the <br /> IM35W corridor Coalition. Through this relationship there is an interest in <br /> breaking the barrier of borders and encouraging neighborhoods to determine the <br /> redevelopment of common corners.-. Along County Road D from 135W to <br /> Lexington, three.neighborhood corners are in reed of redevelopment and <br /> connections to existing and proposed trail systems throughout the County. <br /> ~ RCA—.point Livable Grant Authorization 98- Page 1 of 2 <br />
