Project.'ect This application addresses several issues in the Larpenteur <br /> hood near Lexington and Roseville Shopping Center. (see site map) <br /> neighbor � <br /> There are pp plans lans for significant rehab of the Roseville Shopping Center <br /> Larpenteur treetsca a Faster Plan is complete. The grant funds will be <br /> and Larpen p <br /> used fo r improved linkages to the residential neighborhood that tie the projects <br /> p � <br /> r and encourage additional private investment on the Margolis situ <br /> together � <br /> Rainbow Foods, and Roseville Theatre sites. <br /> The a Pp lication requests 1 million for three key elements. <br /> 1) � <br /> One concept includes adding a daycare/senior housing combination at the <br /> Margolis site that would include are office for Ramsey County Family Services <br /> to meet the needs in the area. Currently there are no proposals from the <br /> private <br /> sector for this use. The grant funds are not expected to be used to <br /> subsidize ize the development but would be used to enhance the public linkages <br /> turn the development with sidewalks, plantings and a transit . A <br /> toandf p <br /> daycare senior housing use would buffer the existing neighborhood from the <br /> retail area. <br /> ) The application tion also requests seed funds for the Special Service District in. The City would apply the funds, as they are paid back, to other <br /> the area pp <br /> rota i I centers <br /> that need a financial incentive for enhanced landscaping and <br /> parking improvements. <br /> ) The proposal also includes dollars to fund a portion of the Larpenteur Avenue <br /> Master <br /> Plan that will includes transit stops, landscaping, decorative lighting <br /> and street furniture and coordinated signage in the area around the <br /> Larpenteur Neighborhood.
