CITY of 1 O E ILLE <br /> ORDINANCE O <br /> AN ORDINANCE ADDING HAPTER 707 TO THE 1 O EVILLE CITY CODE TO <br /> ADMINISTER AND REGULATE THE PUBLIC RIGHT-OF-WAY IN THE PUBLIC <br /> INTEREST, AND TO PROVIDE FOR THE ISSUANCE AND REGULATION OF RIGHT-OF- <br /> WAY PERMITS. <br /> The City Council of the City of Roseville, -Minnesota, does hereby ordain: <br /> Chapter 707 'I's hereby added to the City Code to read as follows <br /> I <br /> RIGHT-OF-WAY MANAGEMENT <br /> Sec . <br /> Suhd. 1. General. To provide for the health, safety and well-being of its citizens, and to <br /> ensure the structural integrity of its streets and the-appropriate use of the rights-of-way, the City <br /> strives to keep rights-of-way its in a state of good repair and free from unnecessary encumbranc- <br /> es. Although the general population bears the.financial burden for the upkeep of the rights-of <br /> a r�rna cause for the early grid excessive deterioration of its rights-of-war is frequent <br /> wa P <br /> excavation. <br /> Right-of-way obstruction is a source of frustration for merchants, business owners and the <br /> , <br /> g population ulation which must avoid these obstructions or change travel or shopping plans <br /> because of them and has--a detrimental effect on commerce.
