Our analysis a nd study were
summarized in a March 5, 1997 letter. Subsequent to the letter} a question was raised as to the
impact of the potential closing of the median on Snelling Avenue at Oakcrest Avenue*
Our letter indicated that the National Tire Warehouse would generate approximately 400 vehicle
trips per day, with approximately 25 to 30 in the F.M. pear hour. We indicated that most of the
customer traffic would be oriented towards Snelling Avenue. Eased on competition, traffic volumes,
and regional route} we anticipate that approximately 55 percent of the traffic will cone from the
south and 45 percent from the north on Snelling Avenue.
Traffic traveling north on Snelling Avenue, with the median opening at Oakcrest Avenue, can mare
a northbound left turn directl y to Oakcrest Avenue and the frontage road and into the site. If the
median is not open, this traffic could find an alternate route which could consist of exiting at County
Road B2,following County load B2 to Fairview Avenue and then to Oakerest Avenue. Traffic also
has the option to continue north to County Road C,make a U turn, and proceeding south on Snelling
Avenue to Oakcrest Avenue.
Because the alternate route will be difficult to find unless the motorist has traveled that route
previously, we anticipate that about 75 percent of the traffic will opt to use the U turn at County
Road C. With these assumptions, only approximately 51 vehicles per day would travel eastbound
on Oakcrest Avenue to reach the site. This includes both the diverted traffic and employees who
recognize the problems and have made changes in their approach.
SHORT ELLIOTT
HENDRiCKSoN INC.
