The building would <br /> be occupied by National Tire Warehouse, a tire and auto accessory sales and <br /> service business (retail auto accessory and auto service). One overhead door <br /> entrance and one overhead door exit as well as nine internal sery ice bays are <br /> proposed. Fours of service are Monday thru Saturday 7:00am - 9:00pm- Sunday <br /> 8:ooam - 6:oopm. <br /> 1.2 The conditional Use permit process for this request allows the City to consider <br /> compatibility with adjoining properties, impacts on traffic, public facilities, and <br /> values; impact on the general health, safety, and public welfare; and <br /> property. . � • <br /> com <br /> compatibility with the city�s comprehensive plan. The process also allows the City <br /> p <br /> to impose those conditions it considers necessary to protect the public health, <br /> safety, and welfare. <br /> 6_A_C"G D <br /> 2.1 This site and p roposal was previously submitted for a conditional use permit by <br /> . <br /> National Tire and Battery in March of 1 997. Subsequently, on Apra l 28, 1 997, a <br /> moratorium on issuance of commercial or industrial permits within the James <br /> Addition study area was passed by the city. <br /> -The site is zoned B- (Business); the Comprehensive Plan designates this site '113" <br /> for limited retail business uses. In order to operate an auto service and installation <br /> operation within a B-2 zone, the Zoning Code requires a conditional Use permit. <br /> 2.3 The vacant site was commonly known as the former site of the Polar Meat <br /> Looker,just one lot north of oakcrest and Snelling. Most recently the site has been <br /> used as overflow parking for the Knight of Columbus bingo parlor. To the south of <br /> the site is the 12,300 s.f.
