Just to the northeast of the proposed new parking lot, the Snelling <br /> Avenue bike path enters the frontage road. <br /> 2.4 In conjunction with the application for a conditional use, the following documents <br /> (dated 5111 198) have been submitted and reviewed by staff In preparation of this <br /> report: <br /> * project narrative <br /> * existing conditions plan <br /> * site plan <br /> * grading/erosion control plan <br /> * utility plan <br /> * landscape plan <br /> * building elevations <br /> 2.5 The James Addition Task Force has recommended that this site not be used for <br /> business uses primarily because of the noise and traffic impacts o n the <br /> neighborhood. <br /> 3.0 ff lFf OF THE PROPOSAM <br /> 3.1 National Tire proposes to construct a split face/rock faced concrete block and <br /> stucco building with g internal service bags for auto tire and accessory installations, <br /> accessed by one front-of-building (east side) overhead door. The building will take <br /> 18 of the site. wit is through one overhead door at the rear (south side) of the <br /> p , <br /> building; vehicles would exit the building at the rear of the parking lot. At the rear <br /> (northwest corner of the site) of the building is the loading dooridock for delivering <br /> the tires and other products. The applicant estimates one trip per week by a tractor <br /> trailer. An estimated 30 to 50 total trips per weekday peak hour will be generated <br /> by the use (Source: ITE Trip Generation and SEH 7/27/95 Report). A trip is either <br /> 1 entrance or 1 exit from the site. Over a 12 hour weekday, approximately 400 taps <br /> would be generated. SEH estimated that 35 to 40 (144 trips/day) of the traffic <br /> would use Oakcrest. Between 15 and 20 full or part time jobs will be created. <br /> 3.2 The existing vegetation includes 3 mature trees that will be removed. Trees and <br /> shrubs along the west property line will be retained. Trees along the east property <br /> line will be protected and saved If possible. The light poles and horseshoe pit wi l l <br /> be removed. A landscape plan, illustrating that 25.6 of the site will be landscaped, <br /> plus 9 of the site will be retained as pond area. <br /> 3.3 Parking will take up 4 %of the site. Existing pavement currently on the south side <br /> of site will be used for parking; new paving will be installed along the east side of <br /> the site. Parking, exceeding the code requirements of 38 spaces, occurs along the <br /> south side of the building (38 spaces) and on the front --east side of the building <br /> (13 spaces).
