4:0 STAFF RECOMMENDATIONS <br /> 4.1 Based on the findings of the Task Force outlined in Section 2.5 of this report and <br /> on the findings outlined in Section 3.1 of this report as well as the Council direction <br /> regarding the southeast 6.2 acres, staff"recommends acceptance and approval of <br /> the James Addition Task Force's Report and request for a comprehensive plan <br /> amendment, to be added to a new section of the Comprehensive Plan titled <br /> "Residential Neighborhood Master Plans". <br /> 4.2 Staff also recommends that written comment and direction be added to the plan to <br /> encourage medium or high density housing to be developed in the future along the <br /> west edge any business parcel which abuts Fry Street, subject to an adequate <br /> buffer plan on all four sides of the new housing. <br /> 4.3 To be officially included in the comprehensive Pram, the city Council rust approve <br /> the proposed amendments and the Metropolitan Council must review and approve <br /> the amendments as consistent with their regional plans. <br /> 5,0 PLANNING COMMISSION A C TIONIRE OM ENDA TION: <br /> 5.1 On May 27, 1998 the Planning Commission held a hearing on the proposed <br /> amendment to the Comprehensive Plan which included the entire James Addition <br /> Task Force Report. In summary, the Commission recommended approval of all of <br /> the Task Force recommendations, except for item #2. (Item #2 recommended a <br /> change in the Comprehensive Plan and Map designation of the southeast 6.2 acres <br /> from "Business" to "High Density Housing". <br /> Attached to this report is a set of draft minutes and the motions from the Planning <br /> Commission meeting. <br /> 6.0 SUGGESTED ACTION: <br /> 6.1 By resolution, concur with the Planning Commission recommendation and <br /> accept the Task Force report (except recommendation # ) as the basis to <br /> amend the comprehensive Plan and approve the dames Addition Task <br /> Force's request for a comprehensive Plan residential amendment, to he <br /> added to a now section of the comprehensive Plan entitled "Residential <br /> Neighborhood Master Plans", The amendment becomes effective after <br /> review and approval by the Metropolitan council. <br /> (The neighborhood should be assured that they Will be notified and invited to <br /> City and county hearings and other planning meetings regarding <br /> improvements especially related to the road or access.) <br /> 6,2 By motion, accept housing, traffic, and access improvements as well as <br /> environmental duality improvements listed within the Task Force Deport as <br /> consistent with the goals and policies of the comprehensive Plan and direct <br /> PF# 889c- INCA(06108/98) - Page 3 of 13 <br />
