4:0 STAFF RECOMMENDATIONS 4.1 Based on the findings of the Task Force outlined in Section 2.5 of this report and on the findings outlined in Section 3.1 of this report as well as the Council direction regarding the southeast 6.2 acres, staff"recommends acceptance and approval of the James Addition Task Force's Report and request for a comprehensive plan amendment, to be added to a new section of the Comprehensive Plan titled "Residential Neighborhood Master Plans". 4.2 Staff also recommends that written comment and direction be added to the plan to encourage medium or high density housing to be developed in the future along the west edge any business parcel which abuts Fry Street, subject to an adequate buffer plan on all four sides of the new housing. 4.3 To be officially included in the comprehensive Pram, the city Council rust approve the proposed amendments and the Metropolitan Council must review and approve the amendments as consistent with their regional plans. 5,0 PLANNING COMMISSION A C TIONIRE OM ENDA TION: 5.1 On May 27, 1998 the Planning Commission held a hearing on the proposed amendment to the Comprehensive Plan which included the entire James Addition Task Force Report. In summary, the Commission recommended approval of all of the Task Force recommendations, except for item #2. (Item #2 recommended a change in the Comprehensive Plan and Map designation of the southeast 6.2 acres from "Business" to "High Density Housing". Attached to this report is a set of draft minutes and the motions from the Planning Commission meeting. 6.0 SUGGESTED ACTION: 6.1 By resolution, concur with the Planning Commission recommendation and accept the Task Force report (except recommendation # ) as the basis to amend the comprehensive Plan and approve the dames Addition Task Force's request for a comprehensive Plan residential amendment, to he added to a now section of the comprehensive Plan entitled "Residential Neighborhood Master Plans", The amendment becomes effective after review and approval by the Metropolitan council. (The neighborhood should be assured that they Will be notified and invited to City and county hearings and other planning meetings regarding improvements especially related to the road or access.) 6,2 By motion, accept housing, traffic, and access improvements as well as environmental duality improvements listed within the Task Force Deport as consistent with the goals and policies of the comprehensive Plan and direct PF# 889c- INCA(06108/98) - Page 3 of 13
