The neighborhood task force found the following: <br /> In order to develop a stable residential neighborhood, the business acres should be <br /> limited, controlled, and if possible designated for residential uses, rather than allow <br /> the neighborhood to be impacted by changes or intensification of businesses. The <br /> task force found that controlling the types and changes in business over time could <br /> not be assured. Complicating the issue, as the number and size of the businesses <br /> increase, it makes re-investment in the residential area less desirable and it <br /> increases customer and delivery traffic through the neighborhood. <br /> 2.3 The Neighborhood Task Force seeps support from the Planning Commission and <br /> Council to solidify their neighborhood as a "livable neighborhood for the future". The <br /> Task Force has proposed changes in the public Infrastructure including road <br /> alignments and widths, pathway needs and locations, and other quality of life <br /> improvements to the residential neighborhood. The Task Force has also sought <br /> proposals from developers for future changes including senior housing . <br /> 3:o STAFF COMMENTS & FINDINGS <br /> 3.1 In reviewing this request, staff made the following findings: <br /> . The City's comprehensive Plan map designates all of the James Addition as <br /> Low Density Residential except the city park and the four southeast parcels <br /> which are designated as Limited Business. <br /> 2. The City's Comprehensive Plan text currently does not specifically address <br /> any of these parcels; however, it is the policy of the City to discourage the <br /> encroachment of commercial uses into residential neighborhoods and to <br /> protect affordable housing and a mix of housing types adaptable to all life <br /> styles. The proximity to a neighborhood parr, grocery, jobs, transit, and <br /> shopping centers also makes this area valuable for housing purposes. <br /> 3. After six months of study and discussion (June- December 1997), the James <br /> Addition Task Force recommended changing the City's Comprehensive Plan <br /> map designation of four southeast parcels to High Density Residential and <br /> rezoning the property from B-'l Limited Business and B-2 Retail Business to <br /> a residential Planned Unit [development. The Council, to date, has not <br /> supported this. However, the Council has recognized the need for improved <br /> site planning and buffering between business and residential uses. <br /> 4. The proposed comprehensive plan residential amendments are in harmony <br /> with the general purpose and intent of the City's Comprehensive Plan and <br /> Title 10 of the City Code (Zoning). <br /> 5. The proposed comprehensive plan amendments will not adversely affect (in <br /> fact, may improve!) the public health, safety, or general welfare. <br /> PF# 889c- RCA(06/08198) - Page 2 of 13 <br />
