Motion.- Member Mulder moved, Member Cunningham seconded, to accept the James <br /> Addition Task Force Report Surnmary of Recommendations Number 1 and Numbers 3 <br /> through 9, and Detailed Recommendations Numbers 1 and 3 through 9 as a Amendment <br /> to the comprehensive Plan (as attached), and, <br /> further, recommend that proposed housing, traffic and access `improvements as well as <br /> environmental quality improvements listed within the Task Force Report be accepted as <br /> consistent with the goals and policies of the Comprehensive Plan and be placed within the <br /> City's Capital Improvements Plan for future funding, and, <br /> further, recommend that as an addendum to the Plan} written direction to encourage <br /> medium or high density housing to be developed in the future along the vest edge of any <br /> business parcel which abuts Fry Street, subject to an adequate buffer plan on all four sides <br /> of the new housing, and, <br /> further, direct the staff and Planning Commission representatives to prepare an annual <br /> update on progress made to accomplish the Neighborhood Master Plan. <br /> Member Olson asked that the addendum regarding new business be addressed. <br /> The Commission agreed that this issue was covered by the current zoning of the <br /> site (Business Zones B-'I and B-2). <br /> Member Rhody summarized the motion, noting that Task Force recommendation <br /> #2 was excepted, but that the option is left open or encouraged as a viable <br /> alternative for higher housing density on the entire southeast corner, and that <br /> business could also be encouraged if it does not ameliorate the residential area. <br /> On a roll call vote: <br /> Ayes: Mulder!
