Chair Harms closed the hearing. <br /> Chair Harms congratulated the Task Force and noted that this report and process <br /> may be used as a model for other neighborhoods. A challenge will be to see that <br /> future development will not severely impact the neighborhood. The report should <br /> be a part of the comprehensive plan in order to keep the issues in front of the <br /> Planning Commission, City Council, Mayor and staff. <br /> Member Mulder concurred with Harms. He discussed the alternatives for the <br /> southeast 6.2 acres, but noted it is difficult to recommend without a development <br /> in hand. <br /> Motion: Member Mulder moved, Member Cunningham seconded, to accept the <br /> James Addition Task Faroe Report for the southeast 6.2 acres, with the exception <br /> of Recommendation # (entitled "For Southeast Business Area 5.8 acres zoned 13- <br /> 1, B- ), as the basis to amend the Comprehensive Plan and recommend approval <br /> of the James Addition Task Force's request for a Comprehensive Plan residential <br /> amendment, to be added to a new section of the Comprehensive Flan titled <br /> "Residential Neighborhood blaster Mans". <br /> Motion withdrawn and restated later. <br /> Member Olson asked for clarification regarding the need to keep the PUD for <br /> residential uses. <br /> Member Cunningham stated the Planning Commission should not vacillate on the <br /> issue. <br /> [Member Klausing asked for clarification on recommendations and the difference <br /> between the Comprehensive Plan and Zoning. <br /> Member Mulder suggested language that states the Planning Commission is open <br /> -to considering housing at a future date. <br /> Member Rhody asked that the Planning Commission clearly provide direction for the <br /> southeast area - either residential or business. The current motion allows for <br /> development but does allover for future options. <br /> Chair Harms noted that the Task Force Report should be included as <br /> discussion/direction and the Planning Commission recommendations should be the <br /> Amendment to the Flan. <br /> Member Olson asked for clarification of the Report format.
