REQUEST FOR COUNCIL ACTION Date: 6/08/98 <br /> Item No.: E! <br /> IIepa went A roval: manager Ap royal: Agenda Section: <br /> organ i zat Iona Z Business <br /> Item Description: Request for authorization for COPS More grant application by Police <br /> BACKGROUND <br /> New and constantly evolving technology gives us the opportunity to be more efficient and more <br /> effective in preventing and fighting crime, while we cannot go out and get every new"toy"that <br /> hits the market, we do try to keep up with what is available and determine whether it meets the <br /> needs of the Roseville Police Department. We are always looking for technology and staffing <br /> which allow us to do our jobs mare effectively and cost efficiently. <br /> PROPOSED ACTION <br /> The Police Department has prepared a request to the U.S. Department of Justice Office of <br /> ommurlity Oriented Policing Services for a COPS MORE '9$ grant to further our already <br /> successful efforts in Community Oriented Policing. The prograrn is designed to fund <br /> technology, equipment and support resources (civilians) which will increase the availability of <br /> officers to be on the street. <br /> Before we were evert aware of the COPS MORE grant,we had been studying the opportunities <br /> described here. we have discussed the costs and the capabilities with the appropriate City staff. <br /> We have in fact put all but one of these COPS MORE grant items in our 1 999 budget request. <br /> The grant totals S 140,000 and includes the following items; <br /> 1. Laptop Mobile Data Terminals - officers can remain in their squad cars and/or <br /> districts while writing reports, rather than coming back to the station. <br /> 2. Geographic Information System Hardware and Software-we are ready to tie in <br /> the police data base with the City's GIS system to allow officers to do mapping of <br /> crimes and calls to help better focus enforcement efforts. It will also help the <br /> Department respond to frequent requests from the public on crimes, traffic <br /> accidents and calls to a particular area. This will replace current pin reaps, which <br /> are difficult to beep up to date and which are limited to types of incidents. <br /> 3. Civilian Property/Evidence Manager- this full-time position will free up an <br /> Investigator to do investigative work; a civilian will be cheaper to do this <br /> ffirnction. The position will also provide full-time training and supervision for the <br /> onununity Service Officers, who are temporary seasonal employees. <br /> 4. Civilian Office Staff- this part-time position provides additional support in <br />
