REQUEST FOR COUNCIL ACTION
DATE: 6/8/98
8
ITEM NO.:
Department Approval: Manager reviewed: Agenda Section:
V4 P
Reports and Recommendations
Item Description: City of Roseville Request to vacate a Portion of Kellwood Street (PF-2997)
Bach round* The City of Roseville is requesting the vacation of a portion Dellwood Street from
County load B-2 south to Highway 36 (between the Roseville Area High School property and
the Grace Church prop).
This segment of Dellwood Street is in very poor condition and in need of repair. As was discussed
durin g public hearings for the 1998 Pavement Management Program, Dellwood Street acts
primartly as a driveway to the high school. Because Dellwood Street no longer functions as a
public roadway, staff has recommended that the right-of-way be vacated and that on-going
maintenance responsibilities for the existing pavement be shared by the School District and Grace
Church.
This request was reviewed by the Planrn'ng Commission on April 83 1998. Following concern
raised by the School District about the loss of the use of this roadway by the School District, the
Planning Commission recommended denial of the request to vacate the roadway. Since the
Planm"ng Conurussion meeting, staff has met with representatives of both the School District and
the Grace Church to discuss options that would preserve the use of the roadway but transfer its
ownership from the City to adjoining properties. On April 27, 1998, the City Council continued
action on this item to the,Tune 8, 1998 meeting to allow time for the City, the School District and
Grace Church to develop an amicable solution. while dram easement that would allow bath the
School District and Church to continue using the roadway and allow the City to vacate the night-
of-way have been prepared, the have not received final approval from the Church or the School
o y l a y
District. In order to allow time to finaUe this easement solution, staff recommends continuing
action on this item to the July 13, 1998 meeting,
RECOMMENDED COUNCEL ACTION*
0
Approval of a motion continuing consideration of the vacation of Dellwood Street to July 13, 1998.
P rep ared by; Karl R, Keel
