H- <br /> e artment Approval: Dana er A proval: Agenda Section: <br /> 6- PUBLIC HEARINGS <br /> Item Description: James Addition land Use Proposed Comprehensive Plan change <br /> (PF#2889c) <br /> 1,.0 REQUESTED A TION <br /> 1.1 Since June, 1 997, the James Addition Neighborhood Task Force has been studying <br /> the future of the neighborhood, its land use, traffic, and environment. Chairperson <br /> Craig Christenson and members of the Task Force submitted their final report and <br /> recommendations to the Planning Commission on December 10, 1997 and to the <br /> City Council on December 15, 1997. The major work of the Task Force was to look <br /> to the future for the existing residential neighborhood and develop strategies to <br /> encourage (if agreed upon), strengthen and improve the residential character, <br /> roadway access, and environmental quality. <br /> 1.2 The goal of the study was to include the findings and recommendations of the Task <br /> Farce Report as amendments to the city Comprehensive Plan and to the city Fire <br /> Year capital Improvement Program. The dames Addition Task Force has prepared <br /> a series of overall recommendations. The task force report Is attached to this <br /> report. Chair Craig Christenson will be present and to discuss the overall report. <br /> 1.3 Ultimately, this Task Faroe neighborhood plan should be attached to the <br /> Comprehensive Plan as a portion of a new section on Residential Neighborhood <br /> Master Plans. <br /> 2.0 BACKGROUND <br /> 2.1 The James Addition consists of 70.8 acres, 43.3 of which are residential, containing <br /> 176 homes. There is 5.8 acres of limited business and nearly 18 acres of park, <br /> ponding and railroad uses. <br /> 2.2 A moratorium on commercial and industrial development was extended to April 28, <br /> 1998 (from the original deadline of January 1, 1 998) to allows for the completion of <br /> the study, public hearings, and any actions by the city Council. In January and <br /> February (1 7th) the city Council reviewed the implications of the Task Force <br /> recommendations for the business area within southeast corner of the <br /> neighborhood and subsequently requested the Planning Commission to Fold a <br /> hearing on two separate scenarios for development in the southeast corner of the <br /> neighborhood. After the hearings the council determined that further consultant <br /> study or extension of the moratorium was not feasible. <br /> P F# 889c- RCA(06/08/98) - Page 1 of 13 <br />
