WHEREAS, under Section 1004.01A4 of the City Code, Requirements for Increasing <br /> Maximum Size of an accessory building, the following criteria must be addressed: <br /> 1 Impact on traffic; <br /> 2. Impact on parks, streets and other public facilities; <br /> 3. Compatibility of the site plan, internal traffic circulation, landscaping and <br /> structures with contiguous properties; <br /> 4. Impact of the use on the market value of contiguous properties; <br /> 5. Impact on the general public health, safety and welfare; and <br /> 6. Compatibility with the City's Comprehensive Plan <br /> WHEREAS, the following has been concluded regarding the proposal and the criteria in <br /> Section 1004.01A4 of the Roseville Zoning Code: <br /> A. The proposed detached accessory building will not create additional traffic nor the <br /> need for additional public facilities. <br /> B. The detached accessory building can be partially screened by placing appropriate <br /> landscaping around three sides of the structure. The north and south sides of the <br /> accessory building can be modified with windows, and the north and south <br /> property boundaries can be landscaped to minimize the mass of the building. <br /> C. The detached accessory structure will not have an impact on the market value of <br /> contiguous property. <br /> D. There appears to be no impact on general health, safety, and public welfare. <br /> E. The project complies with the Comprehensive Plan designation (via the CUP and <br /> variance process) as a Low Density Residential use. <br /> WHEREAS, on March 6,2002, The Roseville Planning Commission held the public <br /> hearing regarding the Lichtscheidl request for a conditional use permit to construct the 1,008 <br /> square foot accessory building and voted (4-2) to recommend approval of the conditional use <br /> permit, subject to the following conditions: <br /> A. A maximum accessory structure (detached garage) size of 24 feet wide by 42 feet <br /> deep or 1,008 square feet. <br /> B. A minimum side and rear yard setback of five feet. <br /> C. The accessory structure being constructed with a gable roof truss with a 4112 <br /> pitch; a maximum wall height of eight feet; a maximum height not to exceed 15 <br /> feet; and a maximum garage door height not to exceed nine feet. <br />
