Arona-Hamline Neighborhood Master Plan <br /> March 2002 <br /> Preamble: <br /> The Arona-Hamline Neighborhood Master Plan(the Plan)was developed through a <br /> series of public meetings with the input of many stakeholders over a two-year period <br /> beginning in 2000. Driven by the City owned Arona site that was purchase in 1990,the <br /> Plan area was expanded to more accurately reflect and anticipate the longer term <br /> neighborhood needs and changes. <br /> Through a series of public meetings with the City Council, Planning Commission, <br /> neighborhood residents,property owners, faith-based groups and education entities,real <br /> estate brokers and developers and various staff members,the Plan provides flexible land <br /> use procedures that will guide development and redevelopment in the fuWre. <br /> Continued public input and comment will be required through additional public hearings <br /> as specific development proposals are reviewed and accepted. The stakeholders will <br /> continue to play a key role in the transformation of the neighborhood in the years to <br /> come. <br /> Vision: <br /> The Arona-Hamline Neighborhood Master Plan(the Plan) seeks to create a unique <br /> livable community that blends housing, commercial and public open space with quality <br /> design, improved circulation and public gathering spaces. It is the vision of the Plan to <br /> "Connect, Balance, and Renew the Neighborhood for the Betterment of the People <br /> in the Neighborhood and the City of Roseville". <br /> The Plan seeks to create new housing opportunities that will enhance and blend <br /> with the existing residential neighborhood, encourage neighborhood investment <br /> and pride, and enhance the quality of life throughout the area. <br /> The Plan seeks to upgrade the commercial center and other uses to enhance and <br /> serve the needs of local residents. <br /> The Plan seeks to provide sufficient public and private open space areas <br /> throughout the neighborhood that are essential elements of community life and <br /> `Sense of place"and to provide public connections through streets and <br /> pedestrian trails within the neighborhood. <br /> Arona-Hamline Neighborhood Master Plan.2002 Page 1 ofl 5 <br />
