x <br /> Phase III Development - Long-term ull build out <br /> 15-20 year plan <br /> The Phase III development in the middle section of the study area includes the Centennial <br /> Gardens apartment buildings. There is no indication that the Centennial Apartments will <br /> redevelop in the near future. However, like most aging structures that were built in the <br /> 1960�, their useful life will have an end over the next 15 -20 years unless significant <br /> improvements are made to keep up with the maintenance and current market needs. The <br /> Plan strives to look long-term to ensure that the more current redevelopment will tie into <br /> future redevelopment. This middle section of the study area is also important because it <br /> is the necessary physical connection from Arona to Hamline within the neighborhood. <br /> This phase will extend the "grid" street connection system to allow construction of a <br /> heavily landscaped boulevard from Hamline to the Arona site in a linear pattern. This <br /> provides a `See -through" street from one end of the master plan area to the other and <br /> portrays a planned development from start to finish. However, the extension of a <br /> meandering boulevard that connects people to open space and trails and creates attractive <br /> site lines from newly developed housing units is also desired and encouraged. <br /> Within Phase III condominiums or apartments along Terrace Drive are proposed. In <br /> addition, multi-level, for-sale or rental townhomes are proposed in the midsection with <br /> single-family homes along the northern border near Centennial Drive. <br /> There currently is a mix of senior and young renters in the Centennial Gardens <br /> apartments. It is a goal of the Plan to provide a mix of uses in the entire development to <br /> reduce the impact on the existing tenant mix. There may be seniors who move into the <br /> senior independent or assisted living facilities, young professionals who can own a <br /> townhome or condominium, young families who can own a home and others who can <br /> remain renters in an apartment complex or townhome.
