Throughout the summer of 2001, staff met with management representative of JLT <br /> office park and discussed the master plan process with management at Centennial <br /> Gardens to understand their long-term plans for the site, reviewed the comprehensive <br /> plan, meeting notes and Council and Planning commission comments, developed a list of <br /> planning principles that can be applied to the redevelopment of the area, developed <br /> alternate concepts in a phased approach and prepared a summary of the concepts which <br /> applied land use breakdown and images of possible development types that may be <br /> acceptable in the area. <br /> In August of 2001 through January of 2002 staff met individually with each Council <br /> Member to review the first draft of the Arona Hamline Neighborhood Master Plan. The <br /> following City Council comments were prepared to help staff revise the Master Plan prior <br /> to further public hearings. <br /> I. What is important for the planning area and specifically the Arona site? <br /> ♦ Agreement that the Arona site reuse is/was a prudent investment for the City and <br /> possibly the Community Center <br /> ♦ A key component in the success of the master plan must include the redevelopment of <br /> Hamline Center, perhaps a separate private sector phase of development. <br /> ♦ The City (and its staff and resources) should concentrate on the Arona development. <br /> ♦ Input from the neighborhood is important. <br /> ♦ A diverse mix of housing and affordability units should be disbursed throughout <br /> planning area. <br /> ♦ Affordable senior housing should be a component with a mix of different housing <br /> types. <br /> ♦ Profit generated from the sale of the property should go toward community center or <br /> be paid back to community development housing fund. <br /> ♦ Developer incentives or subsidies should not be necessary as the property is very <br /> valuable with limited land mailable in Roseville. <br /> ♦ Innovation in uses and design is acceptable;providing a mix of uses that can be <br /> connected is very important. <br /> 2. What are likes and dislikes about proposed concepts so far? <br /> ♦ The mix of uses seems to strengthen the neighborhood diversity. <br /> ♦ There is some possibility of a trade option; staff should explore it. <br /> ♦ The Arona site is an important link to the rest of the neighborhood; there should be no <br /> sale outright without control through a master plan or other method. i.e. know what <br /> the city is getting before selling. <br /> 1 More review of the development proposals with neighborhood should occur to gain <br /> understanding and support. <br /> ♦ Connections are important. <br /> ♦ More curves in roads make the site more suburban in nature,vistas are needed, and <br /> larger super blocks are not. <br /> Appendix A- 1 3 of28 <br />
