A. <br /> DepartmentApproval: ManagerReviewed: AgendaSection: <br /> Hearings <br /> Item Description: Public Hearing6n Roseville Parks and Recreation Natural Resources <br /> MasterPlan <br /> BACKGROUND <br /> On May 21, 2001, the City Council accepted a grant from the Minnesota Department of <br /> Natural Resources for the development of the Roseville Parks and Recreation Natural <br /> Resources Master Plan. The Council also authorized an agreement with Bonestroo, <br /> Rosene and Anderlik for planning services. The issues studied include: <br /> ■ Invasive plant species <br /> ■ Need for cleaner water in lakes and ponds <br /> ■ Urban forest maintenance practices <br /> ■ Protection of wildlife habitat <br /> ■ Coordination of storm water related issues with other departments within <br /> the City <br /> ■ Reducing maintenance costs through better management practices <br /> ■ Educating the community on the need for natural resource management <br /> both by the City and private individuals and groups <br /> ■ An inventory of Roseville's 5 largest parks: Acorn Park, Central Park, <br /> Langton Lake Park, Villa Park and Reservoir Woods. <br /> The following is a summary of the activities on the Natural Resources Management Plan: <br /> Council approves grant application to DNR on 1-22-01. <br /> Council approves acceptance of grant from DNR on 5-21-01. <br /> The Parks and Recreation Commission reviewed and recommended the <br /> project at their June 5, 2001 meeting. <br /> Community meeting held on June 12 at 7 p.m. at the Fairview Center to <br /> receive input on plan. <br /> Bonestroo, Rosene and Anderlik completed the site inventories of the five <br /> parks during June through November of 2001. <br /> BRA held several conferences updating Roseville staff on their progress <br /> and specific issues in the study. <br /> A draft table of contents was developed in February. <br /> A draft water quality reporting chart was completed. <br /> An uplands report draft was completed. <br /> Sample GIS reports were reviewed. <br /> MN Land Cover Classification System digital data sample was completed <br /> and sent to Mr. Bart Richardson of the DNR <br />
