DepartmentApproval: ManagerReviewed: AgendaSection: Hearings Item Description: Public Hearing6n Roseville Parks and Recreation Natural Resources MasterPlan BACKGROUND On May 21, 2001, the City Council accepted a grant from the Minnesota Department of Natural Resources for the development of the Roseville Parks and Recreation Natural Resources Master Plan. The Council also authorized an agreement with Bonestroo, Rosene and Anderlik for planning services. The issues studied include: ■ Invasive plant species ■ Need for cleaner water in lakes and ponds ■ Urban forest maintenance practices ■ Protection of wildlife habitat ■ Coordination of storm water related issues with other departments within the City ■ Reducing maintenance costs through better management practices ■ Educating the community on the need for natural resource management both by the City and private individuals and groups ■ An inventory of Roseville's 5 largest parks: Acorn Park, Central Park, Langton Lake Park, Villa Park and Reservoir Woods. The following is a summary of the activities on the Natural Resources Management Plan: Council approves grant application to DNR on 1-22-01. Council approves acceptance of grant from DNR on 5-21-01. The Parks and Recreation Commission reviewed and recommended the project at their June 5, 2001 meeting. Community meeting held on June 12 at 7 p.m. at the Fairview Center to receive input on plan. Bonestroo, Rosene and Anderlik completed the site inventories of the five parks during June through November of 2001. BRA held several conferences updating Roseville staff on their progress and specific issues in the study. A draft table of contents was developed in February. A draft water quality reporting chart was completed. An uplands report draft was completed. Sample GIS reports were reviewed. MN Land Cover Classification System digital data sample was completed and sent to Mr. Bart Richardson of the DNR
