Staff receives DRAFT Natural Resource Management Plan from BRA on <br /> March 15. <br /> The Parks and Recreation Commission reviewed the DRAFT Natural <br /> Resource Management Plan at their April 2, 2002 meeting. <br /> . Public Hearing to Review DRAFT set for April 15, 2002 Council Meeting. <br /> Final City Council adoption planned for June 2002. <br /> The project is exactly on schedule and is exactly on budget. <br /> An important part of the process is to invite the public to comment on the development <br /> of the plan. Following comments from the public and the City Council, Bonestroo, <br /> Rosene and Anderlik will complete the final document for adoption by the City Council. <br /> Specifically, the proposed plan includes: <br /> ■ An inventory and management plan for; <br /> ✓ Acorn Park <br /> ✓ Villa Park <br /> ✓ Reservoir Woods <br /> ✓ Central Park <br /> ✓ Langton Lake Park <br /> ■ A detailed natural resources inventory of these sites <br /> ■ Step by step management strategies for each site <br /> ■ Identification of greenway corridors within Roseville and connecting to <br /> neighboring cities. <br /> ■ Water quality assessment of lakes and ponds within each site <br /> ■ Invasive plant species identification and a resource plan for control and/or <br /> eradication <br /> ■ Graphic representation of inventory and management issues using GIS <br /> ■ Lake and watershed assessment including the MLCCS cover type for all of <br /> Roseville <br /> POLICY OBJECTIVE <br /> The project is consistent with the policy of leveraging other public and private resources <br /> to obtain funding to offset the costs of planning and development. It is also consistent <br /> with the Roseville Parks and Recreation System Plan and the City's efforts as outlined in <br /> the Vista 2000 goals to improve our environment through the protection and improvement <br /> of our natural resources. It is also consistent with our efforts to partner with other <br /> agencies. <br /> FINANCIAL IMPLICATIONS <br /> The City has provided matching funds of $24,446. The City's portion is being taken from <br /> the 2001 Park Improvement Program (PIP). Although the plan outlines potential future <br /> costs, this action (public hearing) has no financial obligations for the City. <br /> STAFF RECOMMENDATION <br /> Based on the policy of providing public input on projects, staff recommends that the City <br /> Council conduct a public hearing on the draft Roseville Parks and Recreation Natural <br /> Resources Master Plan. <br />
