REQUEST FOR CITY COUNCIL ACTION <br /> DATE:04/15/02 <br /> ITEM NO: IV. B. <br /> e roval: City Manager Approval Agenda Section: <br /> LAND USE <br /> Item Description: Request by the Community Development Department for Council <br /> consistency determination on a revised site plan and building <br /> elevation with the March 4, 2002, General Concept Plan approval <br /> for the ASINSI Construction redevelopment in the southeast corner <br /> of Lexington Avenue and Roselawn Avenue (PF3224). <br /> 1.0 PROJECT REVIEW: <br /> 1.1 On March 4, 2002, the Roseville City Council approved the General Concept Plan for AS 1 <br /> (Assessable Space Inc.) and VSI Construction. The City Council also approved the preliminary <br /> plat and first reading of an ordinance rezoning the property in the southeast corner of <br /> Lexington Avenue and Roselawn Avenue from B- 1, Limited Business District, B-2, Limited <br /> Retail District, and B-3, General Business District to Planned Unit Development with an <br /> underlying zoning of B-1, Limited Business and R-3 General Residence District. The Council <br /> then approved the draft planned unit development agreement. <br /> 1.2 The ASINSI Construction approval by the City Council included: <br /> Office <br /> A. A 17,911 square foot (gross building size) two-story office building for medical/dental <br /> and other general office use in the northwest portion of the site setback at or near the <br /> west property line (Lexington Avenue), setback roughly 10 feet from the north property <br /> line (Roselawn Avenue), angular entry facing the street intersection meeting the 30 foot <br /> traffic visibility triangle, inset-building jogs at each end (south and east), and on-site <br /> parking being placed on the interior of the lot, behind the building and screened by the <br /> building . <br /> Supportive Housing <br /> B. A 23,900 square foot (gross building size) three story 22 unit apartment complex for the <br /> physically handicapped in the northeast portion of the site of an "L" shape design with a <br /> 1 5-foot setback from the Roselawn Avenue property line and a 20-foot setback from the <br /> east property line, additional setbacks at the northeast corner due to jogs in the building <br /> design along both the north and east building lines, and parking on the interior of the <br /> lot. The site was also approved with the storm water management pond in the southeast <br /> corner of the supportive housing parcel. <br /> 1.3 The Council's approval directed the developers to review options for increased setbacks along <br /> Roselawn Avenue for the supportive housing complex and potentially reversing the structure <br /> and the pond. The approval also suggested review of a slightly increased setback for the office <br /> building adjacent Lexington Avenue. <br /> PF3224 — RCA General Concept Determination 041502 Page 1 of 3 <br />
