REQUEST FOR COUNCIL ACTION <br /> DATEd 5/26/98 <br /> Is <br /> ITEM NO.. i <br /> Depa ent Approval: Manager Reviewed; Agenda Section: <br /> Reports and Recommendations <br /> (Continued) <br /> Item Description: Professional Services Agreement with Ellerbe Becket. <br /> PACKGROUD <br /> The City Council, at its March 10 meeting, approved an agreement with Ellerbe Becket for <br /> the first phase of services relating to the Skating Entertainment and Event Center <br /> evaluation. The second phase of the study relates to the City Center Master Plan and <br /> Development Strategy. <br /> Ellerbe Becket prepared a refined Proposed Scope of Services and Work Schedule <br /> (attached) which the City Council reviewed at its April 7 and 20 work sessions, <br /> The City Center planning process is part of the City Council's adopted Work Plan for 1998. <br /> There is a desire by the Council to rove forward with long-term planning. A number of <br /> related issues are backed up behind the many questions that surround the City Center <br /> concept. These issues include 1) the relocation of the Parks and Recreation offices; ) <br /> the sale and disposition and reuse of the Arona site; 3) collaborations with the School <br /> District; 4) impa6ts to City parks [13 and Lexington] with community facility elements that <br /> might be considered as part of the City Center planning process; and 5) restaurant and <br /> other market facilities that have been discussed as part of the OVAL expansion project. <br /> Ellerbe Becket, in their attached April 3 letter, suggests a fire phase process for the City <br /> Center Master Plan development. The first phase would be development discovery. <br /> FINANCIAL IMPLIMIONS <br /> Ellerbe Becket estimates the fees for the fiat phase to be $45,000 - $55,000 plus <br /> reimbursable expenses. <br /> STAFF RECOIL MENDATI Ns <br /> It is recommended the council proceed with the first phase of the City Center Master Plan <br /> and Development Strategy. <br /> cod cI L &CTION REQUESTED <br /> w <br /> Lotion authorizing the [Mayor and City Manager to sign a contract with Ellerbe Becket for <br /> providing Phase 1 of City Center Master Plan and Development Strategy in an amount not <br /> .to exceed $55,000 plus reimbursable expenses, to be funded from a combination of a <br /> grant received from Metropolitan Council and Infrastructure Bond proceeds. <br />
