2.3 Boulevard parking spaces are those parking spaces which do not extend at least <br /> 20 feet onto the ro ert . Section 602.06 of the City Code prohibits boulevard <br /> p p <br /> parking n g p s aces adjacent to a public street. Boulevard parking spaces existing as <br /> of June 30, 1084, have been allowed to continue until roadway improvements <br /> involving disturbance or removal of the boulevard parking area are undertaken. <br /> Section 602-06 (B indicates that variances from the provisions of Section 602.06 <br /> can be p <br /> ranted pursuant to the minor variance procedure outlined in Section <br /> � <br /> 1013.02(C) of the City Code. <br /> Mr. Dyson is requesting a minor variance from Section 602.06, City Code, to allow <br /> the continuance of a boulevard parking space, and a variance from Section 703.04 <br /> to allow this space to remain less than five feet from the north property line. In order <br /> to extend the existing parking space the required g feet onto his property, an <br /> existin g 28 foot coniferous tree and a two foot retaining wall would need to be <br /> moved. Since the roe a has a single car attached garage, this boulevard parking <br /> p p <br /> space provides additional off-street parking for the property. The boulevard parking <br /> p <br /> space extends 3 feet from the back of the curb on Churchill street, with 1 feet of <br /> 1� <br /> the space within the boulevard area and 10 feet on the applicants, property. <br /> Mr. Dyson has considered his options, which include: 1) extending the boulevard <br /> space the required 20 feet onto his property a retaining wall and coniferous tree to <br /> be moved' realigning the ddveway adjacent to the entry steps up to the house <br /> and rebuildin g the entry; or 3) removing the additional parking space. He is <br /> requesfing that the City Council reconsider the request to allow the continuance of <br /> a boulevard parking space. <br /> In June 1997 the City council approved the continuance of a boulevard parking <br /> space at 2338 Auerbach Avenue North (PF2915). The presence of a 1 b maple tree <br /> and the lack of other rachcal locations for an off-street parking areas on the property <br /> p� <br /> were listed as findings for approving the variance. In 1997, the City Council denied <br /> a variance to allow the creation of a boulevard parking space along McCarrons <br /> Boulevard South, which-was requested in order to provide an off-street parking area <br /> for a recreational vehicle. <br /> &0 MINOR IAA ;ANCE COMMIME.E. <br /> q <br /> The request uest for the variance included the required application form, sketch of the <br /> and boulevard parking space, written statement from the applicant, and <br /> property p g <br /> ritten approval from the adjacent property owners affected by the vanance, <br /> (Eugene Heuer at 2480 Churchill Street). <br /> 3.2 The Minor Variance Committee reviewed this request on Tuesday, April 1, 1 9981 <br /> a g on <br /> and again Monday, May 18, 1998, and recommended approval of the request <br /> _ y <br /> to allow the continuance of a boulevard parking space at 2474 Churchill Street, <br /> based on the following findings: <br /> PF# 016b-RCA(05/26198)-Page 2 of 3 <br />
