(kAV Coe <br /> W-10 1 <br /> Discussion of Changing the City of Rosevifle'S City Elections from Odd to Even <br /> Years <br /> Pro's of Even Year City Government Elections <br /> ) Because of State and National Elections, even years tend to have a significantly <br /> higher number of voters participating. <br /> ?) ff the School Board is wiffing to change as weU. there is a possibility of some <br /> savings of tax dollars. <br /> 3 If the ordinance would call for elections in the &U of 2002, there would be a <br /> possibility of the Mayor having his term shortened. <br /> T a The publicity of a State and National election, would provide for more convenience <br /> to the voters in that they could do a "one stop does afl". <br /> The community would have every other year without campaigning and lawn signs. <br /> 6) Implementing no earlier that 2006 would give all future candidates adequate notice. <br /> Pro's of Odd Year City Government Elections <br /> } More likely that City voters will be better informed regarding local issues. <br /> 2) Avoids the interjection of partisan politics. <br /> ) Allows more focus on loc issues. <br /> 4) Local candidate campaign costs wiff be less and more avaffabffity of volunteers since <br /> there wiU be no competlon with state and national candidates. <br /> 5) By having local elections in the odd year away from the state and national races, <br /> participation in local government is more strongly encouraged. <br /> o Administration costs are less since, registration the pods only occur in the State <br /> and National election years. <br /> 7 Avoids a lengthy ballot, which can be daunting and imtirifidatir6cr to a voter. <br /> S) There is the ability to share costs with the schools in odd year elections. <br /> 9) If the schools stay with the odd year, having the city elections at the same time <br /> encourages stronger participation in school board elections. <br /> 10) Ballot counting errors are minimized. <br />
