Even year elections reduce administrative costs of conducting <br /> cicctions, since local elections can run concurrently with the state elections and it is not necessary to print <br /> ballots, hire judges and program the ballot counters at all in the odd year. <br /> 2. Even year elections have significantly higher voter participation rates <br /> than odd year elections. For example, typical turnout for an odd year general election ranges from 20-33% of <br /> eligible voters. For even year general elections, the turnout is usually between 50-60% of eligible voters in the <br /> yett'ir when the governor is on the ballot to about 70% of eligible voters when the president is on the ballot. <br /> 3. Odd year elections have short ballots, which may reduce the potential <br /> for voter confusion and overload. There are some who believe that the local elections can get "lost" if they are <br /> included in the even year elections with the state and federal offices. <br /> 4.
