REQUEST FOR COUNCIL ACTION
DATE:
5/20/02
ITEM NO: V.A.
Department Approval: Manager Reviewed: Agenda Section:
lu,,(a &L t- u Reports/Recommendatons
Item Description: Authorization to amend Land Lease with the Minnesota
Wildlife Rehabilitation Center at the Harriet Alexander Nature
Center for the relocation of the proposed building/facility...
BACKGROUND
At their July 24, 2000 meeting, the Roseville City Council entered into an
agreement with the Minnesota Wildlife Rehabilitation Center to construct a facility
in Central Park at the Harriet Alexander Nature Center. The agreement provided
a specific legal description of the property to be leased. As the project has
progressed the exact property for the building pad needs to move approximately
50' to the West and 13' to the South. The facility size, shape etc. would remain
the same. The adjustment would impact parking spaces by approximately 30.
It is anticipated that additional parking may not be needed and that the situation
will be monitored closely as the facility is up and running. To ensure the City's
interests a proof of parking escrow will be obtained from the MWRC to add the
parking at a later date if necessary, at the expense of the MWRC. To make up for
the parking, if needed, the proposed option would be to extend the Parking lot by
roughly the same number (between 16 and 24 spaces, depending on the design)
of stalls to the South.
The Parks and Recreation Commission, the Nature Center Advisory Committee
and the neighbors have all been notified of the relocation and are generally
favorable.
POLICY OBJECTIVE
The Roseville City Council approved the lease agreement with the Minnesota
Wildlife Rehabilitation Center on July 24, 2000.
FINANCIAL IMPLICATION
Any costs associated with the relocation of parking due to the MWRC location
adjustment would be absorbed by the MWRC.
