I am <br /> enclosing a complaint form and a waiver of libel with this letter. When the <br /> waiver of libel is signed and returned to us, we will consider this a formal <br /> complaint. We will forward a copy of the complaint to the St. Paul Pioneer <br /> Press at that time. I've also enclosed a brochure about our complaint-handling <br /> process for your information. <br /> Your complaint appears to fit the four requirements of the News Council to <br /> quality for the process. These requirements are as follows. <br /> 1. Your complaint about a published or broadcast news story or editorial <br /> should question journalistic practices relating to fairness, accuracy <br /> and/or ethics. <br /> 2 You must sign and return the Waiver of Claims form affirming your <br /> choice to use the News Council process instead of the courts for resolving <br /> this complaint, <br /> 3. You or your organization must have been named or clearly alluded to in <br /> the story. (In this case, that requirement will be waived.) Third-party <br /> complaints may be accepted for consideration at the discretion of the <br /> Complaints Committee. <br /> 4. You must submit your written complaint and completed procedural <br /> forms within six months of the publication or broadcast of the story. <br /> Complaints filed after six months may be accepted at the discretion of <br /> the Complaints Committee and with the consent of the news outlet. <br /> After the complaint becomes formal, we set up a 30-day time period in which <br /> we expect the City Council to work with the Pioneer Press in a good-faith effort <br /> to resolve the complaint.
