WORK SESSION AGENDA ITEM NO. 2-A <br /> April 17, 1998 <br /> TO* City Council <br /> FROM: Steve Sarkozy <br /> SUBJECT: CABLE FRANCHISE RENEWAL <br /> The City's first Franchise ordinance for Cable Services expires on July 20, 1998, at the <br /> end of its 15 year term (as extended). The North Suburban Cable Commission recently <br /> approved the draft of the Cable Television Franchise Ordinance. This ordinance has been <br /> referred to City Council for your review. <br /> The end of the initial franchise period represents an opportunity to reevaluate the direction <br /> of our cable system and performance of the cable operator in the confines of the FCC <br /> regulations. Telecommunications technology has been changing rapidly, and the contents <br /> of the proposed Franchise Ordinance will determiner to some extent, the City's role in <br /> providing and using this new technology for years to come. For purposes of background, <br /> the following information is forwarded to you in a separate hinder, to be retained and <br /> referenced as this discussion occurs at this and subsequent meetings. The material <br /> enclosed is as follows'. <br /> 1. A renewal proposal—investment for the future (8 pages). <br /> 2. Creighton memo dated April 15, 1998, regarding negotiated renewal franchise with <br /> Meredith Cable (3 pages). <br /> 3. Draft cable Television Franchise ordinance (34 pages). <br /> 4. Exhibit D to the Draft Cable Television Franchise Ordinance (2 pages). <br /> 5. Memorandum of Understanding dated November 3, 1994 7 pages). <br /> 6. Amended North Suburban cable Commission ;Joint and Cooperative Agreement for <br /> the administration of the Cable Communication System dated and reprised .June, 1990 <br /> (15 pag es). <br /> 7. Bylaws of the North Suburban Cable Commission Two [with amendments] (14 <br /> pages). <br /> The franchise renewal, if adopted, will cause a rebuild of the entire cable network by Media <br /> One with an estimated cast of approximately $600 million. The rebuild will take <br /> approximately three years, Roseville being one of the first communities to see the benefits <br /> of that rebuild due to our proximity to the hub. UlWdh us on Monday evening at the Council <br /> work session will be Torn Creighton, attorney for the North Suburban Cable Commission, <br /> and Cora Wilson, Executive Director of the Cable Commission, to explain some of the <br /> printed material more thoroughly and the benefits of the proposed Draft Franchise <br /> Renewal. <br /> Respectfully submitted. <br />
