WORK SESSION A ENDA ITEM INTO. 7-A April 17, 1998 TO: City Council FROM: Steve Sarkozy SUBJECT: CITY CENTER PLANNING PROCESS At the Special Council Work Session of April 7, 1998, the City Council received and discussed the proposed scope of services for the City Center Master Plan and Development Strategy as presented by Ellerbe Becket. Discussion was referred to the April 20 work session, with the intent that the final scope of services would be adopted by Council at your regularly scheduled meeting of April 27. Attached is the Proposed Scope of Services with a time line proposed by Ellerbe Becket. The Council may wish to comment on any charges ®in the Scope of Services or time line prior to consideration on April 27, The City Center planning process is part of the City Council's adopted work plan for 1998. There is no urgency to this issue other than the desire by the City Council to move forward with long-term planning. However, there are a number of related issues that are backed up behind the many questions that surround the City Center concept. These issues include: 1) the relocation of the Parks and Recreation offices; ) the sale and disposition and reuse of the Arona site; ) other collaborations with the school D istrlct; 4) impacts to other City parrs (B. and Lexington) with community facility elements that might be considered as part of the City Center planning process, and 5} restaurant and other market facilities that have been discussed as part of the OVAL expansion project. The City Center planning process also represents a significant staff time commitment. We look forward to council comments on the City Center planning process and the opportunity to move forward with this significant long-range planning effort. Respectfully submitted. Attachment
