Sarkozy,City Manager <br /> April 3, 1998 <br /> Page 4 <br /> Task C-Document Public Participation Process/Community vision-Gather and <br /> synthesize all relevant information generated through the public participation Process and <br /> incorporate in the vision document. <br /> Task D-Preliminary Development Program-Based on information generated as part of <br /> the economic profile,economic projections and input from the community prepare a <br /> prel' i aiy development program for Roseville City Center. <br /> Task F-vision Plan-Based on the preliminary development program and developable land <br /> analysis,Prepare a concept plan for the City tenter that identifies potential uses,use <br /> relationships and infrastructure improvements to support the uses. This concept or Vision plan <br /> will provide the basis for more in-depth analysis in the next phases of the Roseville City Center <br /> Master Plan and Development Strategy process. <br /> Schedule-We believe that the revised scope of services,outlined above,for the Development <br /> Discovery Phase can be accomplished within a three(3)month time frame as illustrated in the <br /> Suggested Work Program and Schedule attached. This schedule illustrates homer ley tasks and <br /> the public participation process interface over the three month period. <br /> Compensation-- We estimate that the fees for the Development Discovery phase would be <br /> $451000455,900 plus reimbursable expenses.As referenced earlier,this fee does not include <br /> the services of an economic development consultant. It also does not include potmtial technical <br /> input on traffic,civil,environmental and other professional eagiaeering services. The City of <br /> Roseville staff may be able to provide some or all of this additional professional input. <br /> At the completion of Phase 1 we will meet with City Council and staff to review and refine the <br /> scope of serum,work program and schedule for the remaitung four phases of the Master Play <br /> and Development Strategy process as outlined bellow: <br /> Pbase 2-Development Analysis and Assessment of Future requirements-including site <br /> research and analysis,program development,etc. This phase may include community <br /> discussions,review of planning studies and infrastructure surveys i.e.,circulation,utilities etc.. <br /> Phase 3-Development water Planning Alternatives-Altemative concept development, <br /> including concepts for organising elements,land use and circulation.This phase may include <br /> techniques such as a scenario planning workshop and"Visual Listening' Workshop. <br /> Phi 4-Master Plan Formulation-Including master plan concept formulation with land <br /> use,building locations,circulation and open space concepts, <br /> Phase 5-Documentation-format to be determined. <br />
